If you are planning to hold a parade, a sporting or entertainment event or a street party and you want the road closed to traffic, you need to apply for a road closure order.
Applying for a road closure
We can, in consultation with relevant authorities like Surrey Police and Surrey County Council, temporarily close a road for public events, such as street parties, or processions held on a road.
Things to consider when applying
The public Highway should only be used where there is no suitable alternative. If there is an alternative/safer location for the event, e.g. playing fields please consider this first.
If you do need to use the road for your event, as the organiser you must take responsibility for:
- informing residents whose access will be affected
- consulting persons who might be affected by the road closure
- providing an event management plan to ensure public safety at the event
- providing a traffic management plan
- providing required signs, barriers and marshals
- displaying advanced warning notices for at least two weeks before the event
Consultation process
The applicant will be required to provide evidence that they have undertaken all necessary consultation, notifications and assessments as part of the application process. The organiser must supply information that all procedures have been followed prior to applying for a closure. This may include (but not exhaustively):
- copies of consultation letters /emails sent to residents
- any responses received from residents or other authorities
If there are objections from any parties, the organisers should discuss these with the objectors to try to reach a compromise solution. If a compromise is not possible, the Council will consider the objections and representations, and decide whether the closure is appropriate. The final decision lies with the Council, based on advice from Surrey County Council Highways, although views of others such as the Police and any other authority may be considered appropriate.
