Issues and options consultation

The Council is preparing a new Waverley Local Plan which, when adopted, will guide development in the borough until 2043 and include policies to meet local economic, social and environmental objectives.  

Consultation dates: Monday 27 October 2025 to 11.59pm on Monday 8 December 2025 

This is the first formal stage of consultation. The Issues and Options document sets out key planning issues facing the borough and potential options to address them. Your feedback will help shape the Preferred Options version of the new Local Plan (the next stage in the process).

How to make comments

From 27 October 2025, you can view the consultation document and submit comments via our online system. Each chapter of the document contains questions seeking your views on a range of matters.  However, you don’t have to respond to every question if you don’t want to so please only respond to those questions that you are interested in.

This is the Council’s preferred method for receiving representations. However, you can also send your comments by:

Frequently asked questions

The council will be hosting in person drop-in sessions at leisure centres across the borough on the following dates: 

Saturday 15 November, 9am to 1pm:

  • Farnham Leisure Centre, Dogflud Way 
  • Godalming Leisure Centre, Broadwater Park, Summers Road 

Saturday 22 November, 9am to 1pm:

  • Cranleigh Leisure Centre, Village Way 
  • Haslemere Leisure Centre, King’s Road

In June 2025 the Council ran stakeholder workshops for community groups and representatives to explore what Waverley could look and feel like in 2043 and how growth could be accommodated.

This work has been summarised in the Stakeholder Workshops Report prepared by CAG Consultants and forms part of the evidence base for the Issues and Options Local Plan.
