Call for sites 2025

As part of preparing a new Local Plan for Waverley, the Council is undertaking a Call for Sites to inform the Land Availability Assessment (LAA). This is a stock-take of potential sites that can be assessed through the plan-making process. The current Land Availability Assessment (LAA) was published in November 2020. The next iteration of the LAA will be a key evidence document for the new Local Plan. 

A previous Call for Sites was carried out from December 2023 to March 2024. Since then, the government has made changes to national planning policy including a revision to the number of homes that need to be delivered within the borough, increasing from 710 to 1,458 per year.

Although the Call for Sites is always open, we are launching a further promotion of the Call for Sites from Friday 12 September to Friday 24 October 2025 to fully explore all potential opportunities for development to meet the increased local housing needs and requirements for other land uses (such as for employment and infrastructure).

This Call for Sites is intended for new sites that have not previously been submitted. Sites submitted during the December 2023 to March 2024 Call for Sites are being assessed, so please do not resubmit these unless you have significant new information to provide us.

How to submit a site

We would be interested to hear from you if you have a site which you consider to be suitable for development for the following uses:

  • Residential uses (including student and other communal accommodation such as older persons housing, and Gypsy, Traveller and travelling Showpeople accommodation)
  • Employment and/or retail use
  • Suitable Alternative Natural Greenspace (SANG)
  • Biodiversity Net Gain (BNG) offsetting sites
  • Sites for potential infrastructure (such as: open spaces, community uses, playing pitches, education or health infrastructure)
  • Other uses (such as renewable energy)

Once submitted, eligible sites will be assessed and published in the Land Availability Assessment (LAA). Sites submitted to the Borough Council may be shared with the relevant Parish or Town council.

To submit a site, please complete the online form and upload a site location plan showing the site’s boundary clearly depicted in red.

  • Call for Sites, Planning Policy, Planning Services, Waverley Borough Council, The Burys, Godalming, GU7 1HR. Electronic submissions via email are preferred.

The deadline for the receipt of sites is Friday 24 October 2025. Sites received after this date may not be assessed as part of the current LAA process. However, the Call for Sites is always open and sites submitted will be held and assessed at the next opportunity.

If you have previously promoted a site to the Council, please do not re-submit unless there are significant changes to the information relating to the site.

Guidelines for submission

  • Please complete a separate form for each site
  • Please include as much information as possible; you must also provide a location map that clearly identifies the site boundary.

There is no site size threshold for the submission of sites. However, when assessing sites for the LAA, the Council will only assess sites put forward for residential uses which can deliver more than 10 net additional dwellings.
