In 2012 we started a new council housing programme.

We have a new target in our housing strategy to develop 150 new council affordable homes over 3 years. We also work with affordable housing providers who build and manage new affordable homes.

All new homes for rent are advertised, when ready, through Waverley Homechoice. Applicants on the Housing Register can express an interest in an advertised property online or by phone.

We are building affordable homes throughout Waverley.

Council developments

We have recently completed 26 new homes for social, affordable rent and shared ownership in five locations in Chiddingfold:

  • Turners Mead
  • Hartsgrove
  • Queens Mead
  • Pathfield A
  • Pathfield B

Why did we redevelop?

Affordable housing is central to community wellbeing. We are working to maximise the supply of affordable housing and meet the goals identified in Healthy Homes, our housing strategy for 2025-2028.

Our regeneration and development schemes make the best use of the council's land assets to provide new affordable homes which are sustainable, energy efficient, high quality and meet the needs of Waverley residents.

How was redevelopment in Chiddingfold funded?

Through careful financial management, money has been made available in our Housing Revenue Account to build new council homes across the borough.

How were the areas for redevelopment identified?

We have been working to identify sites that could support the delivery of much-needed affordable rented homes in Chiddingfold.

We decided to maximise the potential of our land and assets by specifically focussing on sites with garages that are under-utilised or in disrepair. In most cases we have had to include land and houses adjacent to the garages in order to create a site large enough to make redevelopment viable.

How many homes were affected by the redevelopment?

The Chiddingfold redevelopment scheme included 10 former homes which have been replaced with 26 new homes.

Why are we redeveloping?

How will the redevelopment proposals for Churt be funded?

Through careful financial management, money has been made available in our Housing Revenue Account to build new council homes across the borough.

How did you identify the areas for redevelopment?

We have been working to identify sites that could support the delivery of much-needed affordable rented homes in Churt. We decided to maximise the potential of our land assets by specifically focussing on sites that are under-utilised or in disrepair.

How many homes are potentially affected by the redevelopment?

Subject to Planning permission being granted, four homes will be affected by the redevelopment proposals. These will be replaced with 14 newly-built sustainable homes.

Across the two sites we are seeking to add:

  • Ten new 2-bedroom houses
  • Two new 3-bedroom houses
  • Two new 1-bedroom flats.
Current position

Planning permission for Parkhurst Fields can be viewed online under reference WA/2021/0212. Demolition contractor R Collard has been appointed, and the demolition works to the existing vacant community room and former staff accommodation are underway.

A revised planning application for Crossways Close will be submitted following engagement with tenants, and wider community through a public consultation drop-in event and via Commonplace.

Four tenants currently live in the homes as Crossway Close and will be affected by our proposals. Our Housing Management Team are liaising with these tenants to review their housing need and seek their views on whether, subject to planning, they would wish to make a single move on permanent basis or a temporary one and return to one of the new build homes.

Information has been shared with the existing tenants including entitlement to Home Loss and Disturbance payments when they move. The Government determines the value of the Home Loss payment which is updated on 1 October each year. Disturbance payments are paid to tenants to cover the reasonable costs and expenses incurred as a result of moving home.

Our Housing Management and Options Teams will continue to support our four tenants at Crossways Close.

Springfield, Elstead

A planning application has been submitted for a scheme of 26 affordable homes at 13-22 Springfield, Elstead, comprising a mix of tenures and types.

  • 13no 2-bedroomed houses
  • 4no 1-bedroomed maisonettes
  • 3no 3-bedroomed houses
  • 3no 1-bedroomed flats
  • 3no- 2-bedroomed flats.

The consultation found approval in its feedback for the high-quality design and thought that had gone into the proposals – including the relocation of the Local Area for Play (LAP) from the Quillets to the front of the new scheme. The scheme will also help to reduce the susceptibility of Springfield and Upper Springfield to localised flooding and provide additional off-site parking for local residents/visitors to the nearby Doctors’ surgery – both of which have been promoted by Elstead Parish Council, with whom the council's officers have been closely working.

The site has also been included within the Elstead and Weyburn  Neighbourhood Plan 2013 – 2032.

How did you identify the areas for redevelopment?

We have been working to identify sites that could support the delivery of much-needed affordable rented homes in Elstead. We decided to maximise the potential of our land and assets by specifically focussing on sites with under-utilised land and where more bedroom spaces and better-quality homes can be built to improve and increase our stock that will help meet local housing need.

How many homes are potentially affected by the redevelopment?

The Elstead redevelopment scheme includes 10 existing homes which will be replaced with 26 new homes, giving a net gain of 16 properties but importantly offering a range of house types, five in total. These types will include level-access properties (flats and maisonettes) and a specially adapted three-bedroom house for a wheelchair user.

Current position of the development

A planning application has been submitted. The Council’s Housing Management Team will continue to engage with existing tenants and support them as they decide whether they would like to make a single permanent move or a temporary one and return to one of the new homes at Springfield when they are completed.

This is all subject to planning permission. However, as our tenants move off the site, we will also start the processes of service disconnections and procurement of a contractor to work with the council. We expect works will start with service diversions, road realignments and demolition before construction of the new homes can progress.

Engagement will continue directly with our tenants and the wider community via Commonplace.

House prices in these areas are higher than the South East average and almost twice the national average.

Young people are increasingly priced out of the villages they grew up in, leading to closure of shops, pubs and village schools and the loss of vital support networks.

Small scale developments of affordable housing, restricted to local people from the parish, can help to reinvigorate a community.

Community led housing

Community led housing is inspired and controlled by the community.

Up and down the country more and more communities are successfully completing housing schemes that provide homes for local people.

We are part of the Surrey Community Housing Partnership, which promotes and supports community led housing in Surrey.
