We have adopted a new strategy on 2 December 2025 to address housing issues faced by people living in Waverley.

Consultation

We consulted residents, partner organisations, and other stakeholders in June and July 2025. Their responses have been taken into account and are reflected in this document.

Homelessness Strategy

The Homelessness Strategy was approved by Council on 12 December 2023.

Homelessness Strategy 2023-2028

The strategy outlines how we, with the help of our partners, will tackle homelessness in Waverley until the end of 2028. Each year we review our progress in delivering the strategy with help from our statutory and voluntary partners and feedback from customers.

Surrey Rural Housing Statement

Guildford Borough Council, Mole Valley District Council, Waverley Borough Council and the Rural Housing Enablers at Surrey Community Action have worked together to publish a new Surrey Rural Housing Statement.

The statement sets out a shared commitment to supporting rural communities across Surrey by improving access to affordable homes, strengthening partnerships, and helping villages remain vibrant and sustainable.

The document highlights the key challenges facing rural areas — including high house prices, limited supply of affordable homes, and increasing pressure on local services — and outlines how councils and partners will continue to work collaboratively to meet local housing needs.

Tenancy Strategy

The Tenancy Strategy was approved by the Executive on 13 January 2026.

Tenancy Strategy

We have updated our Tenancy Strategy to guide how affordable housing is managed across both boroughs (Waverley and Guildford) over the next 10 years.

The strategy sets out how we will and housing providers will work together to ensure that affordable homes are managed fairly, consistently and in a way that meets local housing needs. With affordable housing in short supply, it is vital to make the best use of every home, providing for those who need it most while supporting strong and stable communities.
