Call for Sites

The Council is running a six-week Call for Sites from Wednesday 26 August 2026 to Wednesday 7 October 2026. This will inform the next Land Availability Assessment (LAA).

The Council published the latest LAA on 12 August 2026. The LAA is a high-level assessment of land that may have potential for housing, employment, infrastructure and other uses. It forms part of the evidence base which supports the preparation of the new Waverley Local Plan.

Based on the Government’s standard method as of December 2024, Waverley’s housing need was calculated as 1,481 homes per year. The Council therefore needs to fully explore potential opportunities for meeting local housing needs and requirements for other land uses (such as employment and infrastructure).

The recently published LAA and interactive map show the sites assessed using information available up to 1 April 2026. The Call for Sites is intended for new sites that have not previously been submitted.

How to submit a site

We would be interested to hear from you if you have a site which you consider may be suitable for: 

  • Residential uses (including student and other communal accommodation such as older persons housing, and Gypsy, Traveller and travelling Showpeople accommodation)
  • Employment and/or retail use
  • Suitable Alternative Natural Greenspace (SANG)
  • Biodiversity Net Gain (BNG) offsetting sites
  • Sites for potential infrastructure (such as: open spaces, community uses, playing pitches, education or health infrastructure)
  • Other uses (such as renewable energy)

Sites submitted to the Borough Council may be shared with the relevant Parish or Town council.

To submit a site, please complete the online form and upload a site location plan showing the site’s boundary clearly depicted in red.

Alternatively, please download a copy of the form and return to:

  • planningpolicy@waverley.gov.uk; or
  • Call for Sites, Planning Policy, Planning Services, Waverley Borough Council, The Burys, Godalming, GU7 1HR. Electronic submissions via email are preferred.

If you have previously promoted a site to the Council, please do not re-submit unless there are significant changes to the information relating to the site.

Guidelines for submission

  • Please complete a separate form for each site
  • Please include as much information as possible; you must also provide a location map that clearly identifies the site boundary.

There is no minimum site area for the submission of sites. For residential development, the Council is seeking sites capable of delivering 5 or more net additional dwellings. Sites will be considered in accordance with the threshold set out in the LAA methodology applicable at the time of the assessment.
