Car park permits

You can apply for a car park permit at most of our car parks.

From 2 April 2024, customers requiring a new permit need to apply for a digital permit, as paper permits are no longer issued.

You can apply for different types of parking permits within Waverley:

Contract Permit

A Contract Permit allows you to park Monday - Saturday and guarantees you a space in your designated car park.  This is only available in Upper Hart car park and the Locality Office car park in Farnham.

Season Ticket

This allows you to park Monday - Saturday but does not guarantee you a space in your designated car park.

Off Peak Permit

This allows you to park during the following days/times:

Monday-Friday

  • 4.30pm - 6:30pm (4.30pm - 10pm where evening charges apply)
  • 8.00am - 9:30am Monday-Friday

Saturday and Bank Holidays

  • All day

It does not guarantee you a space in your designated car park.

Off Peak car park permits

Off Peak parking permits are available at these car parks. You can park in your chosen car park from 4.30pm-6:30pm, (4:30pm - 10pm where evening charges apply) and 8am-9:30am Monday-Friday and all day Saturday and Bank Holidays. It does not guarantee you a space in your designated car park.

It does not guarantee you a space in your designated car park.

Off Peak car park permits in Haslemere

Off Peak parking permits are available at all of these car parks and at High Street car park. 

You can park in your chosen car park from 4.30pm-6:30pm, (4.30pm - 10pm where evening charges apply) and 8am-9:30am Monday-Friday and all day Saturday and Bank Holidays. It does not guarantee you a space in your designated car park.

Apply or renew a car park permit online

  1. Permits are issued at the discretion of the council and in accordance with the relevant parking order.
  2. If the scheme is abused, Waverley Borough Council reserves the right to withdraw the permit, no refund will be given.
  3. A permit holder* may not park a vehicle without a valid permit.
  4. It is the permit holder’s responsibility to ensure that the correct vehicle is registered to park via their MiPermit account.
  5. A permit is valid for the vehicle with the same registration number as that logged on the virtual permit system.
  6. A permit is only valid for the car park it was purchased for via the virtual permit system.
  7. Only a Valid Contract Permit holder may park in a Contract bay.
  8. Only a Contract Permit guarantees a parking space within the designated car park. Season Ticket and Off-Peak Permits do not guarantee a parking space.
  9. Amendments to the permit can be made via the permit holders account at MiPermit. You will need to amend these before you park. If not, you will need to purchase a pay and display ticket during the period when you do not have a permit. The cost of this is not refundable in these circumstances.
  10. A permit is rendered invalid if it has expired, or if the registration details are incorrect.
  11. An administration charge of £30.00 shall be payable if the permit is cancelled prior to the expiry date. All entire remaining calendar months will be refunded.
  12. The general pay and display parking regulations apply during the charging period. A Penalty Charge** shall be payable if a vehicle: 
    i. Is parked outside of the defined markings of a parking bay.
    ii. Is parked in a designated disabled bay unless a valid blue badge is on display. 
    iii. Is parked in a designated electric vehicle bay unless charging an electric vehicle. 
    iv. Is parked in the designated motorcycle bay. 
  13. Payment must be received in full for a permit to be issued.
  14. An Off-Peak permit is valid during the advertised times.
  15. The onus is on the permit holder to apply for a renewal and ensure they have a valid permit in place when parking.
  16. Special (Milford) permits are only available to employers/employees of a business located in Milford. Evidence is required.
  17. The permit is issued under the various regulations, bye laws and orders relating to car parks and the council accepts no liability or responsibility for personal injury (whether fatal or otherwise) or for loss or damage to property unless caused by negligence of the council or its employees.

*Permit: Season Ticket, Contract, Off-Peak and Special (Milford) Permit.

**Penalty Charge Notice: A notice that requires the motorist to pay a penalty charge of a maximum of £70.
