Corporate Strategy 2024-2028

Our Corporate Strategy for 2024-2028 was adopted by the council in October 2024.

Our commitment to the residents of Waverley

Waverley Borough Council aims to treat people and the environment with respect and kindness and to conduct its council business in an open, inclusive, timely and democratic way, fair to all residents.

In this strategy, we set out the council’s ambitious plans for building opportunity for all. This strategy is the first step in bringing our plans to life, it will inform our annual delivery plans and guide our budget setting and decision-making processes.

Our vision

Our vision as a council is to make Waverley a thriving and inclusive place to live, work, and do business.

To do this, over the next four years, we will focus on five key priorities for our activities as a council:

  1. A more sustainable borough
  2. A more prosperous borough
  3. A more inclusive borough
  4. Decent and affordable homes
  5. A resilient and well-managed council.

Social Value Strategy and Action Plan

We are committed to creating social value through every service, partnership, investment and procurement decision. By considering the wider social, economic and environmental impact of our activities, we aim to ensure that public resources deliver lasting benefits for residents, businesses and communities across the borough.

Our approach supports local employment and skills development, strengthens community resilience, promotes inclusion and equality, encourages sustainable and low-carbon practices, and maximises opportunities for local businesses and voluntary organisations. Through the delivery of our Social Value Strategy and accompanying Social Value Action Plan, we will embed social value across the council's operations and decision-making, helping to deliver our vision of a thriving, inclusive and sustainable borough where everyone has the opportunity to benefit from growth and prosperity.

This commitment supports all five priorities of the Corporate Strategy and ensures that the council's actions create meaningful and measurable outcomes for current and future generations.
