Warm Homes: Social Housing Fund

What is the Warm Homes: Social Housing Fund (WH: SHF)?

Waverley Borough Council has secured:

  • over £2 million from the Government’s Social Housing Decarbonisation Fund (SHDF)
  • £3 million from the Council’s own investment

This investment means eligible residents will receive home energy upgrades at no cost to them.

More than 300 homes across the borough are expected to benefit from this programme. It aims to improve energy efficiency, reduce heat loss, and help lower energy bills.

What improvements are available?

Eligible homes may receive one or more of the following upgrades:

  • Loft insulation. Improves heat retention and reduces winter heat loss.
  • Cavity wall insulation. Adds insulation inside external walls to keep homes warmer for longer.
  • Ventilation upgrades. Ensures good airflow, reduces condensation, and supports healthy indoor air quality.
  • Solar PV panels. Generates renewable electricity directly from your roof.
  • Air source heat pumps. A modern alternative to gas boilers that extracts heat from the outside air, even in cold weather.

Each home is individually assessed to determine which improvements are suitable.

Who is eligible? 

Homes must meet specific Government criteria, including:

  • Being owned by Waverley Borough Council; and
  • Having an EPC rating of Band C or below; and
  • Being structurally suitable for insulation or renewable upgrades.

If your home may be eligible, you will receive a letter explaining the next steps.

What is the process?

Waverley will work closely with our project delivery partner, E.ON to guide residents through the process, from booking a free retrofit survey right through to the final installation. The survey will find out exactly which options are right for your home. We will keep you up to date on the progress of the work and answer any questions you may have. ​

The programme will continue until September 2028, in accordance with the grant funding requirements.

  • Step 1. Eligibility check. You will receive a letter if your property meets the criteria.
  • Step 2. FREE home energy survey. A qualified surveyor will visit your home to assess what upgrades are suitable.
  • Step 3. Asbestos survey (if required). A safety check carried out before any work begins.
  • Step 4. Recommendations. You will receive clear information about which improvements will benefit your home.
  • Step 5. Installation. Contractors will carry out the works during normal working hours and we will do our best to be flexible. We aim to minimise disruption.
  • Step 6. Handover and support. You will receive instructions on how to use any new systems such as heat pumps or ventilation controls.
  • Step 7. Feedback. Once work is complete, we will ask for your views to help us improve the programme.

The Warm Homes programme will run until September 2028.

Installing solar panels can significantly reduce your energy bills by generating free electricity from sunlight. In many cases, solar panels can cover a substantial portion of your home’s energy need during daylight hours. The past few years have seen energy prices skyrocket and installing solar panels will offer a sustainable way to keep your bills under control.

Not particularly! Solar panels are installed from the outside on the roof and access is required internally to install part of the system. Scaffolding will need to be put up for a short time to provide safe access to the roof.

Before installing anything at all, we would like to arrange a one-time survey to double-check suitability of your home for solar panels. We can arrange survey and installation dates and times that best suit you, nearer the time. So, in total, you can expect up to two days of access required inside your home in advance of a much warmer and cheaper-to-heat home.

An air source heat pump (ASHP) is a heating system and replaces your existing boiler or storage heaters. It extracts outside air to use to heat your home and water. Installation works include some internal and external works and sometimes radiators need to be increased in size to ensure your home is heated effectively.

ASHPs are generally more efficient than traditional heating systems like gas boilers or electric heating. They can heat your home using less energy so your bills will be lower and so will your carbon footprint.

Participation is encouraged, but you can say no. We will ask you to confirm this in writing.
