Dunsfold Park Supplementary Planning Document consultation

The Dunsfold Park Garden Village Supplementary Planning Document (SPD) seeks to set a strategic, sustainable masterplan framework for the delivery of the new settlement at Dunsfold Aerodrome. 

This is a strategic site allocation in the Waverley Borough Local Plan Part 1: Strategic Policies and Sites (LPP1).

The purpose of the SPD is to provide all parties with clarity and guidance on what the council expects from a new settlement at Dunsfold Park. The SPD includes a masterplan framework and a more detailed design code.

This guidance is intended to supplement the detailed site allocation Policies in LPP1 (SS7 & SS7a). The aim is to aid the planning process in order to achieve an innovative, sustainable and high-quality place for future residents, visitors, employers, workers and the wider local community. Once adopted, the SPD would become a material consideration in any future planning applications for the site.

The Dunsfold Park Garden Village SPD was adopted on 22 February 2022.

Frequently Asked Questions

Supplementary Planning Documents (SPD) are documents which add further detail to the policies in the Local Plan. They can be used to provide further guidance for development on specific sites, or on particular issues, such as design. Supplementary planning documents are capable of being a material consideration in planning decisions but are not part of the development plan.

There are policies within LocaL Plan Part 1 (LPP1) specifically related to Dunsfold Aerodrome and the new settlement (Policies SS7 and SS7a), as well as a ‘hybrid’ outline planning permission for 1,800 homes (plus other uses), granted in March 2018.  Dunsfold Aerodrome Limited (DAL) also undertook a public consultation on an evolved masterplan in late 2019.  Discussions on that masterplan were progressing well.

Early in 2021, Trinity College Cambridge (the owner of Dunsfold Aerodrome) announced that they would be selling the site.  Whilst the sale of the site is progressing and a new owner expected to be in place by the end of 2021, this has led to uncertainty about the future of the new village.  As a result, Waverley Borough Council has considered it appropriate to commission Allies & Morrison to produce the SPD to set out the expectations of the council, building on the requirements of LPP1 and the granted planning permission.  It is intended to be used to help shape the future masterplan and inform any planning applications that will come forward associated with the new village.

Policy SS7 of the LPP1 has allocated Dunsfold Aerodrome for around 2,600 homes plus other uses. In 2018, the 'hybrid' outline planning permission granted 1,800 homes with other associated uses. Therefore, it is important that the SPD covers the entire allocation. It is expected that the 2,600 homes will be delivered in the local plan period to 2032.
