Strategic CIL funds can be spent on 'the provision, improvement, replacement, operation or maintenance of infrastructure necessary to support growth'.

• Roads and other transport facilities
• Flood defences
• Schools and educational facilities
• Medical facilities
• Sporting, recreational facilities and open spaces.

Strategic CIL is intended to focus on the provision of new infrastructure and not to remedy pre-existing deficiencies in infrastructure provision unless those deficienices will be made more severe by new development.

Whilst the requirement for infrastructure to support planned growth in the Local Plan is identified in the council’s Infrastructure Delivery Plan and Schedule, CIL secures contributions from unplanned growth as well with the aim of filling the gaps in funding required to deal with the accumulated impact that this has on the need for infrastructure.

Whilst it is therefore important, if it is included, to identify your projects link to the IDP, this will not invalidate your bid if you can provide evidence to demonstrate that the project will meet a need generated by all or specific unplanned development e.g. providing new or expanding the capacity of an existing asset.

Bids will be validated and scored by council officers, before being reviewed by councillors at the CIL Spending Executive Working Group who will recommend projects to the Executive Committee or, depending on value, to Full Council for strategic CIL funding.

The application form must be completed as fully as possible. 

The organisation must be capable of carrying out the proposed project*.

*If landowner consent is required to deliver the project, this must be gained and evidenced as part of the bid application.

The project must meet the terms of the CIL Regulations 2010, as amended:

• the project must be clearly defined as ‘infrastructure’; as per the Planning Act 2008, as amended by the CIL Regulations 2010 (as amended)
• funding must be for the provision, improvement, replacement, operation or maintenance of infrastructure and it is essential to demonstrate how this will support development in the area
• CIL is intended to focus on the provision of new infrastructure and should not be used to remedy pre-existing deficiencies in infrastructure provision, unless those deficiencies will be made more severe by new development.

Does your project provide a more local, rather than strategic benefit? Does your project provider wider public benefits to existing as well as new communities being created by development? If so, it may be better suited to the Neighbourhood CIL fund i.e. the portion of the collected CIL, which is passed directly to Town/Parish Councils to administer.

This is because Town and Parish Councils have a lot more flexibility regarding their expenditure of Neighbourhood CIL, compared to the more restrictive rules on spending Strategic CIL that the borough council must follow.

Yes, it will score more highly if this can be evidenced within your bid, even if the funding has not yet been secured. Even if you have been unsuccessful in obtaining additional funding, you may score additional points if you can provide evidence of your correspondence with said organisation(s).

The more evidence of community support that you can provide, the higher your project will score. This can be from a wide range of sources e.g. letters/emails of support from Waverley Borough Council, the local County Council(s), local Town/Parish Council(s), local MP(s), local organisations and/or charities, an e-survey that has been completed by the local community etc.
