New local plan

The new Waverley Local Plan 2026 to 2044

The council is preparing a new Waverley Local Plan which, when adopted, will guide development in the borough until 2044 and include policies to meet local economic, social and environmental objectives.

The adopted Waverley Borough Local Plan (comprising Local Plans Part 1 and 2) will remain the key part of the statutory development plan until it is replaced.

Scoping Consultation

The council is undertaking a Scoping Consultation from Monday 15 June to Monday 27 July 2026.

The Government introduced new plan-making regulations in March 2026 which set out a revised process for preparing Local Plans. The Scoping Consultation is the first stage of consultation for preparing the new Waverley Local Plan.

The Scoping document is seeking your views on what the key priorities should be for the plan. The document also seeks views on how we should engage our communities in the process of preparing the Local Plan. Feedback received through this consultation will help shape the Local Plan Contents and Evidence Base version of the new Local Plan, which is the next stage in the plan-making process.

Previous Consultation in 2025

In June 2025 the Council ran stakeholder workshops for community groups and representatives to explore what Waverley could look and feel like in future and how growth could be accommodated.

This work has been summarised in the Stakeholder Workshops Report prepared by CAG consultants and forms part of the evidence base for the Issues and Options Local Plan.
