Report a defect in your new home

If you have recently moved into a new Waverley Borough Council home, you may be able to report defects during the first 12 months after you move in. Here we explain what counts as a defect, how to report one, and when you should use the ‘Report a Repair’ service instead.

What the 12‑month defect period means

New build homes are covered by a 12‑month defect period. During this time, the contractor is responsible for fixing issues related to the original build, fittings or workmanship. These issues can be reported to us for the contractor to fix.

This process is only available for specific new developments. You will be asked to select your development before you can submit the form.

What counts as a defect

Defects are problems caused by the original construction or installation, such as:

  • faulty fixtures or fittings
  • poor workmanship (for example, uneven flooring or poorly fitted doors) issues with plumbing, heating or electrical systems installed during construction
  • problems with windows, doors or ventilation systems

These issues must be reported within the 12‑month defect period.

What is not covered

The defect process cannot be used for:

  • wear and tear
  • damage caused by you and people living in your home (accidently or intentionally)
  • routine maintenance issues
  • emergencies (such as leaks, loss of power or unsafe electrics)
  • repairs needed after the 12‑month defect period ends

These should be reported through the standard repair service.

Before you report a defect

You will need to:

  • confirm that your home is part of an eligible development
  • know the completion date (check on your Home User Guide that you are within the 12‑month period)
  • provide details of the issue and, if possible, photos to help us assess the problem

Emergency issues must not be reported through this form. Use the emergency repairs guidance instead.

Report a defect

You must:

  • live in one of the eligible new developments
  • be within the 12‑month defect period
  • ensure the issue relates to the original build or installation

You will be asked to select your development before continuing.

Report a new build defect

After you submit your defect, our Housing Development team will review your report and arrange for the developer or contractor to contact you. You will receive confirmation once your report has been logged.

After the 12‑month defect period

Once the defect period ends, all issues must be reported through the standard repair process.

Defects vs repairs: what’s the difference?

  • DefectsProblems with the original build, fittings or workmanship, reported within 12 months.
  • Repairs: Is a maintenance issue in a home or communal area that does not pose an immediate risk to the health, safety, or security of yourself or others. And if left for a short period, it does not cause significant damage to the property.

Frequently asked questions

The defect period lasts for 12 months from the date your new build home is completed. This will be different to your move in date.

Check the completion date of your home in your Home User Guide (HUG).

Your HUG includes the date your home was built. This tells you whether your property is still within the 12‑month defect period. Homes less than 12 months old should report issues as defects. Homes older than 12 months should use the normal repairs process.

We will review your report and pass it to the developer or contractor responsible for your home. They will contact you to arrange an inspection or repair.

No, emergency issues must be reported through the emergency repairs process.
