Street trading guidance

For making an application

As an informative on all street trading consents, we also encourage all traders to use sustainable packaging and adopt an environmental friendly approach throughout the operation of their business to minimise the impact on the environment.

For submitting an Event Management Plan (EMP)

All applications (other than for sole traders) must include an EMP detailing how the event will be run safely and without causing nuisance to the area.

Additionally, in limited cases, consent is not required provided an EMP has been submitted to the Council at least 14 days before the event, detailing how the event/trading will be run safely and without causing nuisance to the area, This includes events/trading:

  • on streets subject to a Road Closure Order issued by Waverley Borough Council or Surrey County Council, (in which case the street is no longer deemed a consent or prohibited street provided an EMP has been submitted).
  • organised by Town and Parish Councils, and Waverley Borough Council on their own land, adjacent to a consent street, provided an EMP has been submitted.

COVID is still present in the community. As the organiser of an event(s) you must take all reasonable steps to protect the safety of those working or attending the event. As such you are required to include COVID in your risk assessment under general Health & Safety requirements. An HSE (Health and Safety Executive) risk assessment template is available.
