Homes for Ukraine and Council Tax

If you are hosting guests under the Homes for Ukraine scheme, this may affect your Council Tax bill.

We will explain how Council Tax is worked out when you host Ukrainian refugees and what you need to tell us.

Will hosting affect my Council Tax?

In most cases, hosting guests under the Homes for Ukraine scheme will not increase your Council Tax.

Ukrainian guests are not counted as additional adults for Council Tax purposes while they are hosted under the scheme.

If you receive a single person discount

If you currently receive a single person discount and begin hosting guests under the Homes for Ukraine scheme, your:

  • single person discount will usually continue
  • Council Tax bill should not increase because of hosting

You must tell us about the change so we can update our records.

If you host in a self‑contained annexe

Council Tax treatment may vary if guests are accommodated in a:

  • self‑contained annexe
  • separate unit with its own facilities

In some cases, the annexe may already be exempt or discounted. We will assess this based on your circumstances.

When your Council Tax could change

Your Council Tax may change if:

  • hosting arrangements end
  • guests move out permanently
  • the property is no longer your main residence

You must tell us as soon as there is a change.

What you need to do

Even if your bill does not change, you must notify us when:

  • you start hosting guests
  • hosting arrangements end
  • the living arrangements change

This helps ensure your Council Tax account remains accurate.

How to tell us about a change

You can tell us about your Homes for Ukraine hosting arrangement by using our change of circumstances form.

You will need:

  • your Council Tax account number
  • the date hosting started or ended
