Waverley gives green light to major round of Community Asset Transfers

Waverley Borough Council has approved, in principle, a significant package of Community Asset Transfers (CATs), enabling a number of parks, recreation grounds, community buildings and allotments to be handed to local town and parish councils.

The decision, taken at the Executive meeting on 10 February 2026, forms part of the Council’s ongoing programme to empower communities and support more locally led management of important community assets.

Under the latest decisions, assets will transfer to Farnham, Haslemere, Godalming, Ewhurst, and Chiddingfold councils, helping strengthen local stewardship of much‑loved community facilities.

Approved sites include the recreation grounds in Badshot Lea, Rowledge and Wrecclesham; allotments at Weybourne Road and Six Bells in Farnham; key community buildings in Godalming; High Lane Recreation Ground in Haslemere; Godalming community buildings and green spaces and both Coxcombe Recreation Ground and Chiddingfold Village Green.

Mark Merryweather, Waverley Borough Council’s Portfolio Holder for Finance, Assets and Property, said:

“These transfers will give communities a stronger voice over the green spaces and facilities they value most. By placing them in the hands of local councils, we’re protecting their future, supporting local decision‑making and ensuring these areas continue to thrive.

“Residents will continue to enjoy access to the same - or enhanced - facilities, with many town and parish councils planning improvements to biodiversity, play areas, recreation grounds and community buildings.”

The approval of these transfers followed detailed assessment against Waverley’s CAT Policy, with the bidding town and parish councils required to demonstrate strong business planning, governance and long‑term sustainability.

The overall financial impact is minimal, with Tranche 2 delivering a £10,000 annual saving and a combined Tranche 1 and 2 net budget impact of just £1,000 per year.

Waverley Borough Council will now begin preparing transfer agreements, including covenants guaranteeing continued community use and the Council’s right of first refusal should any organisation wish to dispose of an asset in future.
