Guildford and Waverley Borough Councils are asking council and housing association tenants to share their views on a new Joint Tenancy Strategy, which will guide how affordable housing is managed across both boroughs over the next decade.
The strategy sets out how the councils and housing providers will work together to ensure that affordable homes are managed fairly, consistently and in a way that meets local housing needs. With affordable housing in short supply, it is vital to make the best use of every home, providing for those who need it most while supporting strong and stable communities.
Bringing together the shared goals of both councils, the plan focuses on helping tenants maintain secure homes, especially vulnerable people and families. It also encourages mixed, sustainable neighbourhoods where people feel connected and aims to tackle overcrowding or under-occupation, so that homes better match the needs of local residents.
As well as guiding how homes are let and managed, the document provides a framework for preventing homelessness, keeping rents genuinely affordable for local people, and ensuring that housing remains accessible to those on lower incomes.

By listening to residents and understanding their experiences, we can look to shape a fairer, more responsive approach to housing, one that helps build strong, inclusive communities where everyone has the opportunity to thrive.”
