Full Council backs first phase of Godalming High Street project

Last night, Waverley’s Full Council approved the recommendation to appoint Etec Group as the main contractor for the redevelopment of the commercial part of the 69 High Street project in Godalming, along with an additional budget allocation of £540,000.

This initial enabling phase will involve dividing the site into two parts and beginning development on the smaller section, located directly on the High Street. The well-known café and bar operator, Loungers, has already signed on as the tenant and aims to open before Christmas 2026. The new venue is expected to bring fresh energy and footfall to the High Street, supporting both the daytime and evening economy and helping to boost activity in the town centre.

The second phase will focus on delivering much-needed, council-owned affordable housing on the larger rear portion of the site.

Portfolio Holder for Finance, Assets and Property at Waverley Borough Council, Councillor Mark Merryweather, said: “This is an important step in the overall project that will bring new life to the high street. There have been challenges along the way, not least due to the economic upheaval we’ve all experienced since 2022.”

Since the initial budget was set in 2023, costs have increased due to inflation, rising construction prices, and the need for additional works including demolition and asbestos removal. Detailed inspections to assess the building’s condition also revealed that more extensive work is required than first anticipated. 

A long-term investment in our community 

Councillor Merryweather said: “The commercial element, which will be self-financing as a stand-alone part of the project, will unlock the main portion of the site for council-owned and operated affordable housing. This is a long-term investment in our community. The value of delivering high-quality, affordable council homes - owned and managed by Waverley for local people - is something no private developer would take on. Councils exist to serve, not to profit, and this project is also about meeting urgent housing needs now and for generations to come.

"We look forward to working with Etec Group, Loungers, and the community as this scheme progresses.”

Boosting footfall and confidence  

Adam Fenney, Director at commercial property agents Owen Isherwood in Guildford, says Godalming is holding up well as a market town, but there are empty shops, and he welcomes new investment in the town, including the 69 High Street development:

The 69 High Street investment forms part of the council’s wider commitment to encouraging private investment in the high street, and to building affordable homes.
