Waverley Borough Council is committed to making its website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.
Compliance status
This website is partially compliant with the Web Content Accessibility Guidelines version 2.2 AA standard, due to the non-compliances and exemptions listed.
September 2024 update: Following the introduction of new success criteria with WCAG 2.2, we carried out automated testing on our public-facing websites/digital services, which highlighted some non-compliances with this and previous guidelines (2.0, 2.1) requiring further investigation.
We are currently engaging with suppliers to understand what steps need to be taken to resolve these issues, and will provide the latest updates via this statement.
Non-accessible content
The content listed is non-accessible for the following reasons.
Non-compliance with the accessibility regulations
- 1.4.11 Non-text contrast (AA)
- Some non-text parts of forms do not contrast sufficiently with the page background
- 2.4.4 Link purpose in context (A)
- Some links do not clearly explain their purpose
- Some pages contain the same link text for different destinations
Content outside the scope of the accessibility regulations
The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they're not essential to providing our services.
Any new documents we produce are designed with accessibility in mind and checked for compliance before being published online.
What we are doing to improve accessibility
To improve the accessibility of our website we are:
- testing and reviewing web accessibility by using Silktide
- testing and reviewing web accessibility manually
- making our PDF documents (created after 22 September 2018) as accessible as possible
- where possible, creating digital alternatives to PDF documents, such as HTML pages or online forms
- checking, reporting, replacing and/or upgrading third-party applications or systems to meet WCAG 2.2 AA compliance.

This website was initially tested between 15 to 23 December 2021. The test was carried out by Smarter Digital Services (SDS).
SDS used a combination of semi-automated evaluation tools and manual testing on a variety of templates and pages.
We chose a variety of templates and pages on our main website and other websites we use to deliver our services to get a good sample of content and the different types of templates used.
