West Surrey Shadow Authority Executive consider key plans for new council

The West Surrey Shadow Authority Executive will meet today, Tuesday 9 June, to consider a series of important reports that will help shape the future of local government across west Surrey.

The meeting will focus on the practical arrangements needed to establish the new West Surrey Council, which will take over responsibility for local government services from April 2027.

Among the items on the agenda is an update on the implementation programme that is overseeing preparations for the creation of the new authority. Members will also consider proposals relating to a Section 24 Direction and General Consent, designed to support effective governance and decision-making during the transition period.

The Executive will also discuss its approach to developing a Corporate Strategy and Financial Plan for the new council. This work will help establish the priorities, ambitions and financial framework that will guide the organisation from its first day of operation.

In addition, members will consider proposals to support the development of a Foundation Strategic Authority for Surrey. The move forms part of the Government's wider devolution agenda and could help secure greater local powers and investment for Surrey in the future.

Councillor Paul Follows, Leader of the West Surrey Shadow Authority, said:

"This meeting represents another important milestone in our work to establish the new West Surrey Council.

"We will be considering how we build a strong foundation for the future organisation, including the development of our corporate strategy, financial planning and governance arrangements.

"Our focus remains on creating a council that delivers high-quality services, provides value for money and meets the needs of residents, businesses and communities across west Surrey."

The West Surrey Shadow Authority is responsible for preparing for the launch of the new West Surrey Council as part of local government reorganisation in Surrey.

The meeting will be held in public, and papers are available on the West Surrey Council page.
