Waverley Borough Council moves forward with fairer CIL review process

Waverley Borough Council is making strong progress in developing a fairer and more transparent approach to the Community Infrastructure Levy (CIL), with proposals for a new discretionary review scheme for homeowners moving steadily through the council’s governance process.

On 18 June, the council’s Audit and Risk Committee will consider the governance framework supporting the proposed scheme, reflecting Waverley’s commitment to accountability, transparency, and sound decision-making.

The proposed review process would allow residents to request an independent assessment if they believe they have been wrongly charged CIL on home extensions or annexes. Reviews would be carried out by impartial individuals who are not affiliated with the council, ensuring a transparent and equitable process.

Further scrutiny of the proposed improvements will take place at the Overview and Scrutiny (Services) Committee on 23 June, before the council’s Executive considers a final decision on 1 July.

Councillor Liz Townsend, Portfolio Holder for Planning and Economic Development, said:

“We are continuing to make good progress on introducing a CIL discretionary review process grounded in fairness and transparency. It’s absolutely right that these proposals undergo detailed scrutiny, and I want to thank residents for their patience as we shape a robust and impartial system.”

To keep residents informed, full details of the proposed discretionary review scheme will be published on the Waverley Borough Council website on 12 June.
