Our new Delivery Plan brings our Corporate Strategy to life with a clear focus on what matters most to our communities. From the construction of a cutting-edge, energy-efficient leisure centre in Cranleigh to a £5 million investment in upgrading council homes, we’re turning strategy into meaningful action. 

The Delivery Plan sets out clear steps and measurable outcomes, enabling residents and businesses to hold the Council to account, with progress being tracked through biannual updates to councillors. 

Executive Portfolio Holder for Organisational Development and Governance at Waverley Borough Council, Councillor Victoria Kiehl, said: “This Delivery Plan reflects our commitment to investing in what really matters - supporting residents, strengthening local businesses, and protecting our environment. From modern council homes and new leisure facilities to practical help for local businesses, we're making our vision a reality and delivering meaningful outcomes for our communities.” 

Highlights for 2025-26: 

  • We invest £5m in council home kitchens, bathrooms, and heating upgrades 

  • We continue to deliver vital services including supporting our more vulnerable residents 

  • We are building a new super energy efficient leisure centre in Cranleigh to boost community wellbeing and support our 2030 net-zero target 

  • We support local businesses to thrive, through the provision of access to free specialist advice and information through Waverley Business 

  • We work with Surrey councils on local government reorganisation. 

A track record of action 

Since adopting our Corporate Strategy in 2024, we have already made significant strides, including:  

  • Redeveloping and building brand-new homes at Ockford Ridge in Godalming. 70 homes have been completed, and many more are underway 

  • 11 of our parks and greenspaces have been honoured with the prestigious Green Flag Award, marking them as some of the finest in the world 

  • Completion of our comprehensive playground refurbishment programme, delivering exciting, inclusive, and modern play spaces for children and families across the borough. 

  • The current restoration of the historic Grade I listed Willmer House, home to the Museum of Farnham.  

  • 43% reduction in carbon emissions since 2015. 

With a net service budget of £16 million in the General Fund and a £40 million Housing Revenue Account expenditure budget, we are committed to delivering value for money while maintaining high-quality services. Regular budget monitoring ensures transparency and accountability.
