New Joint Strategic Director of Finance and Section 151 Officer Appointed

Guildford Borough Council and Waverley Borough Council have confirmed the appointment of Jo Knight as their new Joint Strategic Director of Finance and Resources and Section 151 Officer.

The appointment was formally approved by Waverley councillors at their meeting on Tuesday 2 December, and by Guildford councillors on Tuesday 9 December.

This is a pivotal role within both councils, forming part of the Corporate Leadership Board and carrying responsibility for financial leadership and statutory Section 151 duties.

A key priority at both councils is creating a resilient and well-managed council that ensures they are capable of delivering services effectively and efficiently.

Jo Knight brings extensive experience to the position. A CIPFA and CIMA-qualified accountant, she has held senior roles in local government and has been instrumental in driving financial improvements. Since September 2023, Jo has served as Joint Assistant Director for Finance at Guildford Borough Council and Waverley Borough Council, and recently took on the role of Deputy Section 151 Officer for both councils.

Waverley Borough Council Portfolio Holder for Finance, Assets and Property, Cllr Mark Merryweather, said: “I’m very pleased to welcome Jo to the role of Joint Strategic Director of Finance and Resources and Section 151 Officer. Jo has already demonstrated strong leadership and deep financial expertise throughout her time with us, helping to strengthen our financial resilience during a particularly challenging period for local government.
