Funding available for strategic infrastructure projects across Waverley

Waverley Borough Council is inviting organisations to apply for funding through its Strategic Community Infrastructure Levy (CIL) programme, which supports vital strategic infrastructure improvements across the borough.

The 2025/26 bidding cycle opened on 24 October 2025 and closes on 22 December 2025.

The Community Infrastructure Levy is a planning charge that councils apply to new developments, ensuring they contribute to the improvement of infrastructure and support sustainable growth. Each year, Waverley Borough Council allocates CIL funding to strategic infrastructure projects that benefit residents and businesses.

Last year, the council allocated £5.4 million in Strategic CIL funding to support nine different projects and deliver a wide range of improvements. In the past, projects funded by the Waverley CIL programme included:

  • Upgrades to the Water Lane roundabout in Farnham. The scheme improved safety and promoted walking and cycling through the installation of traffic lights and a toucan crossing, alongside road widening and clearer lane markings.
     
  • An extension to All Hallows School Sixth Form College in Farnham, enabling the sixth form to accommodate an additional 160 pupils.
     
  • Expansion of Binscombe Medical Practice, increasing capacity for healthcare provision.
     
  • Installation of a new 3G sports pitch at Farnham Heath End School, enhancing local sports facilities.
     
  • Creation of the new Central Surgery in Farnham, which provides high-quality healthcare tailored to the needs of the community.The CIL can be used to support a broad range of infrastructure projects, including improvements to transport networks, health facilities, education facilities, parks, and leisure centres.

Councillor Mark Merryweather, Waverley Borough Council Portfolio Holder for Finance, Assets and Property, and Chair of the CIL Spend Executive Working Group, said:

“When new housing development takes place, developers are required to contribute financially to the improvement of infrastructure. The Community Infrastructure Levy helps offset the impact of development and supports projects that enhance quality of life, promote sustainability, and make our borough a better place to live and work.

“If your organisation is planning strategic infrastructure improvements in Waverley, I encourage you to review the requirements and submit a bid for funding support.”

Organisations wishing to apply must complete the application bid pack available at www.waverley.gov.uk/CILBids and provide relevant supporting documentation. Final decisions on the allocation of Strategic CIL funding will be made after the bidding round closes.
