Every property is placed in a Council Tax band from A to H. Your band is based on the property’s value on 1 April 1991, as assessed by the Valuation Office Agency (VOA).

Your Council Tax bill is made up of charges from several organisations. Each sets its own amount every year.

How Council Tax charges are set
Your total bill is made up of contributions from different authorities:
Waverley Borough Council
Pays for services such as waste and recycling, planning, environmental health, parks, and housing services.
Surrey County Council
Funds services including education, social care, highways, libraries, and fire and rescue.
Surrey Police
Covers policing and community safety across the county.
Parish and town councils
Some areas have an additional charge (known as a precept) to support local services and facilities. Your bill shows how much each organisation charges and how the total amount is calculated.
Appeal your Council Tax band
If you think your Council Tax band is wrong, you can ask the Valuation Office Agency (VOA) to review it.
You may have grounds to appeal if:
- similar properties in your area are in a different band
- your property has changed (for example, it has been split into flats)
- your area has changed (for example, new developments affecting value)
- the VOA has made a factual error
How to appeal
- Check your band using the VOA service
- Compare with similar properties nearby
- Gather evidence (for example, sale prices or banding of neighbours)
- Submit a challenge to the VOA
- The VOA will review your case and contact you with a decision
- The council cannot change your band - only the VOA can do this.

If the VOA changes your band:
- your bill will be updated
- you may receive a refund if you have overpaid
- future instalments will be adjusted automatically
