New local plan

The new Waverley Local Plan 2023 to 2043

The council is preparing a new Waverley Local Plan which, when adopted, will guide development in the borough until 2043 and include policies to meet local economic, social and environmental objectives.

The adopted Waverley Borough Local Plan (comprising Local Plans Part 1 and 2) will remain the key part of the statutory development plan until it is replaced.

Issues and options consultation

The council undertook an Issues and Options consultation from Monday 27 October 2025 to Monday 8 December 2025.

This was the first formal stage of consultation. The Issues and Options document set out key planning issues facing the borough and potential options to address them. Feedback received through this consultation will help shape the Preferred Options version of the new Local Plan (the next stage in the process).

Stakeholder workshops

In June 2025 the Council ran stakeholder workshops for community groups and representatives to explore what Waverley could look and feel like in 2043 and how growth could be accommodated.

This work has been summarised in the Stakeholder Workshops Report prepared by CAG consultants and forms part of the evidence base for the Issues and Options Local Plan.
