Local plan timetable

We are preparing a new Waverley Local Plan in line the new plan-making processes set out by Government.

On 2 June 2026, Waverley Borough Council agreed a new timetable for the Waverley Local Plan. The purpose of the Local Plan timetable is to set out key milestones for the preparation of the Local Plan. The new timetable formally replaces our Local Development Scheme.

The adopted Waverley Borough Local Plan (comprising Local Plans Part 1 and 2) will remain the key part of the statutory development plan until it is replaced.

The timetable takes effect from 11 June 2026 and may be updated as the plan progresses.

The December 2024 National Planning Framework, set out new mandatory housing targets for councils.

The Government’s changes will have a significant impact on the development of our new Local Plan. While we welcome the collaborative approach the Government is taking with local councils, we have concerns about some of the key elements of the proposals, particularly regarding housing targets and infrastructure. Councillor Paul Follows, Leader of Waverley Borough Council, wrote to the Deputy Prime Minister to outline our response to the reforms when they were proposed in July 2024.
