Addresses for new developments

We are responsible for allocating house numbers and street names to both new developments and to the conversion of existing buildings in Waverley.

We need to make sure streets and buildings are named and numbered appropriately so properties can be found quickly and efficiently by emergency and postal services etc.

All new addresses created through the Street Naming and Numbering (SNN) process are included on our Local Land and Property Gazetteer, our address database. We also maintain the Local Street Gazetteer, which is our definitive street database.

Applying for a new address

You must apply for a new adddress if you're an individual or developer:

  • constructing new homes, commercial or industrial properties
  • undertaking conversions to existing buildings that will result in the creation of new premises/new addresses.

You will also need to apply for addresses once you have received planning permission, ideally during the very early stages of your development and definitely before it is substantially complete.

Step 1: Complete an application form and pay the associated fee (See fee information)

If planning permission has been granted and you are about to start building, you should complete the Addressing property(ies) and/or new road names form

Please submit your application electronically - applications received in paper format will be not be processed as quickly.

Step 2: Submit drawings

We will need the following drawings:

  1. Site layout plan (1/500 scale). This plan should clearly indicate the plot numbers of each separate dwelling or unit and show the main point for deliveries. Please advise house types.
  2. Site location plan. This plan should, where possible, show the location of the development site in relation to at least two other named streets and show vehicular access from the existing roads.


  • For flats/maisonettes/multiple commercial units; floor plans. Show clear plot number for each plot, with the entrance to each plot marked.
  • For new roads only - location plan showing road layouts as accessed from the highway, clearly show the extent of each new road with first choise road name marked. (Colour coding may make this easier for sites with several new roads).

Please send your completed form and plans back to us at or via post to: Address Development Team, Council Offices, The Burys, Godalming, Surrey, Gu7 1HR. If provided to us in paper format, please submit two copies of all drawings.

Step 3: Waverley allocates an address

When allocating property numbers and postal addresses, we will take into account Government guidance and apply our street naming and property numbering policy.

As we have to consult with other bodies and check the information (sometimes clarifying the information sent to us) we advise this process can take up to 4 weeks. We will however aim to complete the process as soon as reasonably possible. To avoid delays, please ensure you send us all the correct information in a timely manner and remember to inform us of when the development is nearing completion.

Step 4: Notifying you of the new address details

When a property numbering scheme is approved, we will return an annotated copy of the site layout plan and a Schedule of Property Numbering to the developer.

Providing there is no copyright objection to the circulation of the annotated site layout plan, copies will be forwarded to the Royal Mail, Surrey County Council, Ordnance Survey and Surrey Fire and Rescue Service.

Step 5: Sale of property

It is the developer's responsibility to inform any purchaser of the allocated address of the property concerned. The developer should issue the purchaser with a copy of the Schedule of Property Numbering.

Names for new developments

We recognise that in order for a developer to market new property effectively, there is need to obtain approval for street naming and numbering proposals at an early stage. Choosing an appropriate name for a newly-built street or development is also important to the local community. We need to balance the needs of a developer with those of the community.

Proposing a street name

A developer of a newly-built highway is obliged to complete a Request Form to seek street naming approval. 


A developer of a new street may suggest a name for consideration. New street names should not duplicate any similar name already in use in that locality or be difficult to pronounce or spell.

We will carry out a consultation exercise with the Royal Mail, the appropriate local town or parish council and the Highway Authority. Any comments received, together with any suggested alternative names, will be taken into consideration during the decision process.

Keeping the developer informed

We will liaise with the developer concerned, keeping them informed throughout the consultation process.

A developer's right of appeal

A Developer has a right of appeal against the Council's decision to the Magistrates' Court.

Street naming and property numbering policy

The Street naming and property numbering policy describes the process for naming streets and gives guidance on the choice of suitable names.

Erection of street name plates

When a street name has been approved, the developer is required to erect street name plates to an approved specification and location.

Street Name Plate Specification

As a rule, characters should be wide, well spaced and have capital lettering (Kindersley type) of at least 90 mm or 100 mm actual capital letter height. In town locations, black lettering on white reflective background should be used. In rural locations, green lettering on white reflective background should be used.

Location of street name plates is important and plates should be erected in accordance with The Department of the Environment, Transport and the Regions Circular - Streets 3/93. For further advice please contact us.

Please note that it is illegal to display a proposed name pending resolution of the matter.

Upon satisfactory erection of certified street name plates, we will accept responsibility for future maintenance of the street name plates on adopted highways.

Street/Highway adoption

Adoption of a highway is a matter for the Highway Authority which, in the Borough of Waverley, is Surrey County Council.

Waverley does not have a highway agency agreement with the County Council.

Naming a development

There are occasions when street naming is not applicable but the addition of a development name might assist in identifying a property. A developer proposing a development name is advised to complete a Request form at an early stage to discuss the options prior to the commencement of any building works. It is important that a name is approved before marketing commences as confusion can be caused if the name for the development subsequently has to change for any reason.

Postal Addresses

We are responsible for maintaining a Local Land and Property Gazetteer (LLPG) which, at its simplest, is a database of property addresses within Waverley.

A postal address comprises:

  • Property number, house name or both
  • Name of street (from which the property is accessed)
  • Town
  • County
  • Postcode


The Royal Mail is responsible for the allocation of post codes. However, it will not issue post codes without having received notification from us that addresses have been allocated to the properties concerned.

Credit Agencies, service and goods suppliers and most other agencies now reference their customers to post codes and house numbers. New occupiers will have difficulties in obtaining services without a post code.
