Residential Extension SPD - Consultation

View more pages in this section

Originally produced as supplementary planning guidance in 2002, the Residential Extensions Design Guidelines has been used extensively by applicants, their architects, agents and planning officers to inform householder planning applications (for extensions and alterations to houses).

It has been considered to be timely to update the document and review its content in an attempt to reflect current design thinking and provide a clear framework against which applications can be assessed.  Therefore Waverley has produced the draft Residential Extensions Supplementary Planning Document (SPD) for consultation purposes, with the aim that it will be adopted as part of the Local Development Framework in the autumn of 2010.

The consultation document

The draft Residential Extensions SPD document has been produced for the purposes of consultation. It was presented to Members at the Executive Committee in December 2009 to obtain authorisation to consult the public on the document.

The consultation

The consultation period for this document has now closed.  The following details are for information only.

The consultation was open to anyone who has an interest in residential extensions or alterations and it ran from 19 February 2010 to 1 April 2010. Whilst we welcomed any comments relating to the document, there were four key questions that we asked:

  • Do you think it is appropriate to refresh and update the 2002 Residential Extensions Design Guidelines SPG?
  • Does the draft Residential Extensions SPD cover all the relevant issues associated with new residential extensions and alterations?
  • Should the draft Residential Extensions SPD cover any other issues?
  • Do you have any additional comments on the draft Residential Extensions SPD (quoting section and page number to which you refer)?

Further details of the consultation, including where the document can be inspected can be found in the SPD Matters. A formal notice has appeared in the Surrey Advertiser, Farnham Herald and Haslemere Herald.

Following the 2009 amendments to the Town and Country Planning (Local Development)(England) 2004, new SPD's are no longer required to be included within the Local Development Scheme (LDS) or subject to a Sustainability Appraisal (SA).  However, for the purposes of completeness, statutory consultees English Heritage, Environment Agency and Natural England have all been consulted on the document.

Unlike a Development Plan Document (DPD), a SPD does not have to be submitted to the Government for Examination by an independent Inspector.

What happens next?

All consultation comments received within the above timeframe will be summarised in a statement, reported to the Council and made available for inspection (with phone numbers, email addresses and signatures deleted).

Following the consultation period, Waverley will consider the responses and amend the draft SPD as necessary.  The document will then follow the formal committee process before it is adopted as a SPD and becomes a material consideration in the determination of relevant planning applications.
