If you think you have been issued the Penalty Charge Notice (PCN) unfairly, in a Waverley Borough Council pay and display car park you can challenge it. You can make an informal challenge within the first 28 days, but if you do this within 14 days, the fine will remain at the reduced rate whilst the Council consider your challenge.
You can view and make an informal challenge about a parking fine online. This is available from the next working day. You cannot access it on the day the fine was issued.

Please send a copy of any evidence you may have to support your challenge. Whilst the Council are considering your challenge it will remain on hold and not increase to the full charge. If it is rejected, and you made the challenge within 14 days of receiving the penalty charge, you will be given a further 14 days to pay at the reduced rate from the date of the rejection letter.
The Councils decision will be sent to you by post. within seven working days.
