Richard was Mayor of Waverley for 2011-2012.

Richard has lived in Bramley for 30 years. He is married to Evelyn, retired after 35 years with Shell, and has three children and seven grandchildren. He worships at Holy Trinity Bramley where he is a Pastoral Assistant, is a Member of the Parish Council ( Chairman 2005-2007), President of Bramley Sports Pavilion Trust, a Governor at Bramley (C of E) Infants School, and is a member of almost all Bramley organisations, but has not yet had the nerve to ask to join the W.I.

He can often be seen on Bramley's Gosden Common, where he is the President of Bramley Cricket Club, having previously been Secretary and Chairman. Elsewhere, he became a life President of NPL Hockey Club, when it merged with Lensbury Hockey Club, and is a member of Surrey County Cricket Club.

He has represented Bramley on Waverley Borough Council since January 1995, and Hascombe and Busbridge since they merged with Bramley in 2003, and was a County Councillor from 1997 to 2001. He was the Leader of Waverley Borough Council from May 2007 until May 2010, having previousy been Leader of the Conservative opposition, and prior to that Deputy Leader of the Council.
